Modifies the current law to allow for approval of construction projects within school districts, rather than needing the project to be commenced by a certain date, permitting the municipality to take advantage of the state's enhanced school bonuses.
Provides that any disaster response worker shall, in the course of their duties, be considered a state employee under the provisions of chapters 29 through 38 of title 28 and under ยง 9-31-8 of the general laws.
Provides that architects and other authorized disaster response workers be considered, in the course of performing their duties, state workers and be entitled to all rights in like manner as state employees.
Creates the occupational therapy licensure compact that would allow licensed occupational therapists and occupational therapy assistants to practice in all states that join the compact.
Makes amendments to various provisions relative to subdivision of land review, review stages, special provisions related to development and the procedures for approvals from various permitting authorities.
Provides amendments relative to the compliance and implementation of the comprehensive planning and use act including the conditions upon which limitations may be placed on land use applications by municipalities.
Provides that the $5,500,000 appropriation to the infrastructure bank from the 2023 budget act be allocated for eligible municipal infrastructure grant program projects.
Establishes and funds an incentive program for landlords to offer reduced rents to eligible tenants. The program would be administered by the state department of housing with an appropriation of $3,000,000 for fiscal year 2024-2025.

Provides for paid leave for a state employee who donates an organ. The duration of the leave is dependent on the type of donation and notice should be provided to the employer at least thirty (30) days prior to the leave.
