Establishes the New York state diplomas to homeownership assistance program; provides awards of up to fifteen thousand dollars to eligible applicants for repayment on student loans; makes an appropriation therefor.
Directs every peer-to-peer mobile service to require users to create a personal identification code associated with the user's account that is required to be used when certain actions are taken and to require users to set a monetary amount for intended transfers above which the use of a personal identification number will be required to authenticate the user's identity.
Establishes a training wage equal to eighty-five percent of the state minimum wage or one hundred percent of the federal minimum wage, whichever is greater, that may be paid to a youth who has no prior job experience; provides that no youth may be paid a training wage for more than one hundred eighty days.
Relates to licenses to carry and possess firearms for police officers; authorizes police officers to apply for a firearms license that is valid throughout the state.
Prohibits the addition or change to certain wage orders which would have the effect of requiring an employer to pay an employee for time not actually worked.
Requires the commissioner of education to promulgate regulations that provide for the immediate decertification of any teacher who is convicted of a felony under NY law or any offense under the laws of another jurisdiction that would be a felony under NY law.
