Requires a state agency to get approval from the senate and the assembly prior to adopting or readopting a rule on an emergency basis unless such rule is necessary on an emergency basis for the preservation of the public health, safety and general welfare of the public.
Provides for instruction in food and agriculture in schools using a curriculum established by the commissioner of education in consultation with the commissioner of agriculture and markets.
Establishes a veterans in agriculture assistance and outreach program to help integrate veterans into the field of agriculture, and support veterans currently working in agriculture; designs an associated logotype for the promotion of products produced by a veteran or qualified veteran business entity.
Provides that the "look back" period for medical assistance eligibility for transfer of real property commences on filing the certificate of transfer with the county clerk.
Enacts the senior environmental corps act; establishes the senior environmental corps within the department of environmental conservation; establishes a mechanism for seniors to volunteer their services for environmental purposes; creates senior environmental corps coordinating council; makes provisions for volunteer agreements.
Enacts "Averyana's law"; provides a tax credit for the purchase and installation of certain smoke alarms which incorporate photoelectric technology including but not limited to: photoelectric detectors; dual photoelectric/ionization detectors; and photoelectric/carbon monoxide detectors.
Enacts the wetlands homeowner's relief act; provides that a homeowner who currently lives within a wetlands designated area shall not have to apply for a building permit for use of land within a fifty foot periphery of the house and garage; provides that new maps may not be issued without prior approval from the legislature; prohibits DEC from delineating wetlands beyond the boundaries shown on official wetlands maps.
Establishes a school resource officer unit within the division of state police; permits every school district within the state to request the placement of a member of such unit at any building, structure or facility primarily used for the instruction of students located within such district.
