Provides that the course consisting of classroom driver training and highway safety instruction that is required of driver's license applicants shall be not more than six hours instead of five.
Requires general hospitals to provide language assistance services; requires general hospitals to develop a language assistance program to ensure meaningful access to the general hospital's services and reasonable accommodation for all patients who require language assistance.
Allows parents of a child who has ever received services through an English as a second language program to serve as a member of the citywide council on English language learners and of the citywide council on high schools even if the child is no longer enrolled.
Enacts the "microbusiness resiliency and growth act"; defines "microbusiness" as a business employing five or fewer persons, is resident in this state, is independently owned and operated, is not dominant in its field, and does not conduct its business transactions primarily over the internet; further provides for a segregated sales tax system for such microbusinesses.

Provides a half exemption for the sale of the first $35,000 for a battery, electric, or plug-in hybrid electric vehicle from state sales and compensating use taxes and a full exemption on such sales where the vehicle was assembled in the United States utilizing union labor; authorizes local governments to elect such incentives; repeals the hybrid exemption after ten years.
Relates to providing funding for transitional programs for students from English-speaking Caribbean countries who are not eligible for limited English proficiency programs.
