Requires prescriptions administered and dispensed by a practitioner or a licensed pharmacist to include a quick response code containing certain information regarding the user, the prescribing practitioner/pharmacy and the medication.

Allows for NYSTRS retirees to change their retirement plan beneficiary to a spouse at any time either prior to or after retirement.

Authorizes the hiring and promotion of employees on a permanent basis at municipal and/or authority owned or operated airports.

Relates to call centers for gas and electric corporations; sets penalties for violations.

Expands the legislative reporting requirements for the office of mental health and the office for people with developmental disabilities to include the chair of the assembly committee on people with disabilities and the chair of the senate committee on disabilities.

Makes eligible for provisional appointment and authorizes Matthew A. Jones to take the competitive civil service examination for the position of police officer and be placed on the eligible list for employment as a full-time police officer for the village of Liverpool police department.

Requires hospitals to ask patients if they have a disability that requires accommodation under The Americans with Disabilities Act on patient intake forms and what reasonable accommodations are required.

Requires that every court, and every public board, commission, institution, or officer having powers or charged with duties in relation to abandoned, delinquent, destitute, neglected or dependent children who shall receive, accept or commit any child shall provide and keep a record showing if such child has a developmental disability; requires a study of the number of children in foster care who have a developmental disability.

Establishes the "blue-ribbon commission on the future of New York state's service delivery system for individuals with intellectual and developmental disabilities act" to conduct a study and prepare a report to examine, evaluate and make recommendations for systemic reforms to ensure a sustainable set of supports and services that meets the evolving needs of all individuals with intellectual and developmental disabilities.

Enacts the "harmful algal bloom monitoring and prevention act"; establishes the harmful algal bloom monitoring and prevention fund.

Prohibits public employers from diminishing health insurance benefits provided to retirees and their dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and dependents by the public employer as of December 31, 2021.

Relates to establishing a twenty year retirement plan for members or officers of law enforcement; includes every non-seasonally appointed sworn member or officer of the division of law enforcement in the department of environmental conservation, a forest ranger in the service of the department of environmental conservation, a police officer in the department of environmental conservation, the regional state park police, and university police officers in such twenty year plan.

Relates to the calculation of the final average salary for purposes of the calculation of a pension benefit.

Directs the state librarian to establish statewide imagination library program for encouraging children from birth to five years of age to develop a love of reading and learning; directs the state librarian to promote the statewide development of local Dolly Parton's Imagination Library programs; advance and strengthen local Dolly Parton's Imagination Library programs with the goal of increasing enrollment; recruit volunteers to assist in the development, promotion, and coordination of local Dolly Parton's Imagination Library programs; solicit donations, gifts, and other funding to financially support local Dolly Parton's Imagination Library programs; develop community engagement; develop, promote, and coordinate a public awareness campaign to make donors aware of the opportunity to donate to the affiliate programs and make the public aware of the opportunity to register eligible children to receive books through the program; administer the local match requirement and coordinate the collection and remittance of local program costs for books and mailing; and develop statewide marketing and communication plans; establishes the imagination library of New York fund.

Requires every renewable energy generating project receiving grants, guaranteed loans, tax benefits or funding from New York state to enter into a memorandum of understanding for the operation and maintenance of such project with a bona fide labor organization of jurisdiction that is actively engaged in representing transitioning utility workers in the fossil fuel industry.
