Relates to certified public accountants; requires that a majority of the ownership of a professional service corporation formed to lawfully engage in the practice of public accountancy as a firm are individuals licensed to practice public accountancy in some state; enacts similar provisions for partnerships and LLCs.
Enacts the "New York wildlife crossing act"; directs the department of transportation and the New York state thruway authority to identify sites along all highways, thruways and parkways in the state where wildlife crossings are most needed to increase public safety and improve habitat connectivity and create a priority list of wildlife opportunity areas where federal grant monies may be available to implement the top five projects identified.
Makes provisions relating to the joint nomination of candidates for the offices of governor and lieutenant governor; provides candidates be designated jointly either by the state committee or by petition; provides said petition will be valid only if it jointly designates both candidates.
Creates the office of the correctional ombudsman to achieve transparency, fairness, impartiality and accountability in New York state correctional facilities; relates to reports by coroners; designates investigators of the office of the correctional ombudsman as peace officers; authorizes the attorney general to investigate the alleged commission of any criminal offense committed by an employee of the department of corrections and community supervision in connection with his or her official duties; relates to the confidentiality of certain records; includes the office of the correctional ombudsman records within the definition of public safety agency records; makes related provisions.
Relates to increasing the volunteer firefighters' and ambulance workers' credit; increases the amount of the credit from $200 to $500 for single filers and from $400 to $1,000 for spouses filing jointly.
Provides for state assistance to local governments for the enforcement of fire prevention and building codes using monies paid into the code enforcement account.
Authorizes certain facilities to provide treatment for the mental health and health care needs of individuals admitted for a substance use disorder; provides that such services shall be reimbursable by Medicaid and private insurance.
Allows a nursing home patient, or his or her representative, to install, operate and maintain, at his or her own expense, an electronic monitoring device in his or her room.
Establishes temporary health care staffing agencies to assist qualified health care professionals to find temporary employment at health care facilities.
Requires state agencies to make available all public documents in a digital format on their website in a manner that allows such documents to be printed; provides that no document required by law to remain confidential shall be deemed a public document.
