Provides that being eighteen years old or more, while in the course of committing rape in the first, second or third degree, criminal sexual act in the first, second or third degree, sexual abuse in the first degree, aggravated sexual abuse in the first, second, third or fourth degree, or incest in the first, second or third degree, against a person less than eighteen years old, he or she intentionally causes the death of such person.
Relates to county-wide shared services panels; includes library districts within county-wide shared services panels; establishes the municipal efficiency fund to provide counties with awards of matching funds upon certification by the department of state.

Provides a tax credit for utility bill payments made in taxable years 2023 and 2024 based on the difference of the average monthly utility bill payment in the year in which the credit is claimed and the average monthly utility bill payment in the preceding three taxable years; establishes a moratorium on certain utility bill surcharges until April 1, 2024; provides for the repeal of such moratorium upon expiration thereof.
Requires the workers' compensation board to provide notice to covered employers before a fine is assessed for failure to obtain having workers' compensation coverage.
Prohibits an administrator employed through an individual contract with a school district or the state university of New York from receiving any additional payout, bonus renumeration, or benefits, including paid leaves or guaranteed faculty positions, upon the termination of such contract.
