Relates to the unlawful wearing of a body vest; provides that a person is guilty of the unlawful wearing of a body vest when such person commits a certain misdemeanor or felony and in the course of and in furtherance of such crime such person wears a body vest.
Provides for the taxation of all lands owned by the state, exclusive of the improvements erected thereon by the state, in the city of Beacon and the town of Fishkill in Dutchess county.
Requires motor vehicle dealers to disclose price markups to the purchasers of motor vehicles; provides failure to so disclose shall be grounds for revocation of the dealer's registration and imposes civil liability to purchasers for damages; authorizes the financial frauds and consumer protection unit of the department of financial services to study problematic practices in the price markups of motor vehicle dealers.

Establishes a task force to conduct a comprehensive study on the presence of educator diversity in the state, state actions taken to promote educator diversity, and how the state can encourage new initiatives to enhance and promote educator diversity in New York; provides for the repeal of such provisions upon the expiration thereof.
