Removes provisions of law relating to sheriffs; includes sheriffs within the term "employee" for the purposes of defense and indemnification in the public officers law.
Provides for the revocation of licenses to sell cigarettes, tobacco products, alcohol and lottery tickets for the possession or sale of illicit cannabis in violation of the cannabis law.
Waives the registration fee and service charge for distinctive plates for volunteer firefighters and members of volunteer ambulance services where the applicant has attended twenty-five percent or more of the emergency calls for the previous year.
Requires the public service commission to publish certain information prior to a major rate change by a public gas or electric utility including an explanation of why the rate change is requested and a summary of how the proposed revenue will be spent.
Establishes the shovel-ready housing program under which certain municipalities, at their option, may pre-authorize parcels of property for the construction of housing; establishes a shovel-ready community tax rebate for taxpayers residing in municipalities that opt-in to the shovel-ready housing program; provides for annual apportionment to municipalities that have certified participation in the shovel-ready housing program.
Provides any entity which leases excavation equipment to the public with the telephone number of the system and a sample or model notice informing lessees of excavation equipment of the system and their responsibilities relating to the protection of underground facilities.
Designates unlawful fleeing a police officer in a motor vehicle in the third degree as a class E felony; designates unlawful fleeing a police officer in a motor vehicle in the second degree as a class D violent felony offense; designates unlawful fleeing a police officer in a motor vehicle in the first degree as a class B violent felony offense.
Expands the definition of mental health care provider to include licensed mental health counselors and licensed marriage and family therapists, for purposes of certain sex offenses committed during a treatment session, consultation, interview, or examination.
Provides protections for telecommunications tower technicians, including requiring certain trainings during work hours without a loss of pay; requires certain reporting by bidders for telecommunication contracts.
Requires every utility corporation to provide an expenditures and lobbying report by March 31, 2025 and every semi-annual period thereafter to the department of public service.
Directs the division of criminal justice services to establish a program for the care of retired law enforcement dogs which shall cover the cost of veterinary care for retired law enforcement dogs for the remainder of the lifetime of such dogs.
Directs the Department of Transportation to conduct a study of certain bridges spanning bodies of water connected to deep water ports in the state to determine whether such bridges have the structural integrity to withstand an impact from large vessels such as cargo ships, oil tankers and cruise ships; requires a report and recommendations; provides for the repeal of such provisions upon the expiration thereof.
Authorizes the city of Poughkeepsie to alienate and discontinue the use of certain parklands for the purpose of constructing a new emergency services communications tower.
