Enacts the "all-electric building act"; provides that the state energy conservation construction code shall prohibit infrastructure, building systems, or equipment used for the combustion of fossil fuels in new construction statewide no later than December 31, 2023 if the building is less than seven stories and July 1, 2027 if the building is seven stories or more.
Establishes the clean fuel standard of 2024; provides such standard is intended to reduce greenhouse gas intensity from the on-road transportation sector, with further reductions to be implemented based upon advances in technology.
Authorizes, under certain circumstances, full-time college and university students to act as election inspectors and poll clerks in the election district where their college or university is located.
Requires electors to vote for the presidential and vice presidential candidate who were nominated by the political party that nominated the presidential elector.
Establishes the task force on education funding and property tax reform within the education department to conduct a comprehensive study and provide recommendations on education funding and the role of property taxes in funding New York's education system.
Expands eligibility for the New York state excelsior scholarship award to certain applicants enrolled on a part-time basis or in a BOCES or other approved vocational program; provides criteria for eligibility, and limits on amounts and durations for any such awards.
Increases the minimum insurance coverage required for motor vehicles registered and/or operated within the state of New York; for injury or death to one person in any one accident, increases the limits required from $25,000 to $50,000 for bodily injury and from $50,000 to $100,000 for death, for injury or death to more than one person in any one accident, increases the limits required from $50,000 to $100,000 for bodily injury and from $100,000 to $200,000 for death, and for third party property damage in any one accident, increases the limits required from $10,000 to $25,000.
Enables public authorities that offer E-ZPass payment for tolls, fares, fees, rentals or other charges to transmit electronic notifications stating that the electronic toll collection system has registered the customer's account to E-ZPass customers who opt in for such service.
