Establishes the child victims act fund which provides grant awards in reimbursement to public school districts and voluntary foster care agencies located within the state who have been named as defendants in certain child sexual abuse legal cases and in which it can be demonstrated by the public school district or voluntary foster care agency that no insurance policy for the covered period can be located after a good-faith effort to do so has been made, there was a monetary judgment issued or settlement agreement with regard to such action and where it can be demonstrated by the public school district or voluntary foster care agency that payment in full of such judgment or settlement would put a substantial burden on the district's or agency's ability to execute its mission and negatively impact its existing student population.
Authorizes utility corporations, telegraph and telephone corporations, and cable television corporations to provide notice of bills to third parties at the request of the customer.
Relates to vehicle inspection renewal notification; authorizes the commissioner to send via postal mail notification that vehicle inspection is subject to expiration, and the commissioner shall keep a record of such notification.
Enacts the "fair college admissions act"; prohibits degree-granting institutions of higher education from giving preference to applicants based on such applicant's familial relationship to an alumni of such institution.
Establishes the crime of aggravated harassment of a police officer where a person causes such police officer to come into contact with blood, seminal fluid, urine, feces, or the contents of a toilet bowl, by throwing, tossing or expelling such fluid or material.
Removes the lifetime ban on jury duty for convicted felons; provides that if convicted of a felony, such person has completed all sentencing requirements to such conviction, including any required term of imprisonment, probation, or community supervision.
Establishes a joint commission on public transparency and sexual harassment to adopt, amend and rescind rules and regulations defining sexual harassment for state agencies, offices, and branches of government and develop recommendations for the uniform distribution of such definitions and policies, and to receive complaints and referrals alleging violations by certain state officials.
Relates to decreasing the length of the suspension period applicable to certain individuals who lose their jobs due to a labor dispute, such as a strike, and who seek to obtain unemployment insurance benefits; decreases the suspension period from two consecutive weeks to one week; provides that the waiting period and suspension period shall be served concurrently.
Relates to presumptions for the death of an injured worker due to opioid overdose where that injured worker was prescribed opioids as a result of his or her workplace injury.
Establishes a Black youth suicide prevention task force to study the current mental health practices and suicide prevention of Black youth age 5 through 18 years and make recommendations therefor; provides for the number of members, manner of appointment and the topics to be reviewed.
Allows current, active and retired military service members and reserve units of the state to qualify for distinctive license plates; allows the spouse to also qualify for such distinctive plates.
Restricts the formation of new development agencies in Erie County; limits the authority of town industrial development agencies located within Erie County to exempt certain taxes.
