Relates to providing more predictable and stable schedules for employees in low-wage occupations; provides that an employer shall pay an employee for at least 4 hours at the basic minimum hourly wage for each day an employee reports for work as instructed but is given less than four hours of work.
Requires social services districts to, every heating season, automatically re-enroll persons or households currently receiving assistance through the low-income home energy assistance program, so long as each person or household maintains eligibility.
Allows the chancellor of the city district of the city of New York to require pupils in public schools in the borough of Brooklyn or in the borough of Queens to attend school on anniversary day, but to declare a holiday for such pupils on an alternate date in the same school year to allow for the celebration of a significant cultural or religious holiday.
Establishes scramble crosswalks leading to and from school buildings during times of student arrival and dismissal to ensure all vehicular traffic is stopped while pedestrians are crossing in the same intersection.

Relates to the issuance of arrest warrants upon a youth; provides for the police officer to make a reasonable effort to notify the parent or other person legally responsible for the care of such youth or with whom the youth is domiciled that the youth has been arrested; provides that the police officer need not notify the parent or other person legally responsible when such youth is not also a juvenile offender and the notification would endanger the health and safety of such youth; amends provisions relating to sexually exploited children to include persons under the age of nineteen.
