Establishes a statewide person-centered mental health services work group to improve statewide mental health planning and outcomes to achieve a person-centered, prevention-first integrated and tiered system of care for holistic health and wellness.
Relates to the sale of monuments; provides no religious corporation owning, managing or controlling a cemetery shall, directly or indirectly, engage in the sale of monuments, or authorize or permit any employee or trustee or director thereof to advertise or make known their relationship to such religious corporation or cemetery if such person is engaged in the sale of monuments outside of their employment by or affiliation with the religious corporation or the cemetery.
Relates to the certification of registered nurse anesthetists; provides that for such certification an applicant shall file an application, be licensed as a registered professional nurse, have satisfactorily completed educational preparation for the administration of anesthesia by an accredited entity and pay a fee.
Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.
Establishes the COVID-19 pandemic response study commission to conduct a study of the state's response to the COVID-19 pandemic; provides for the repeal of such commission upon the completion of the commission's final report.
Requires a pharmacy benefit manager to pay a participating pharmacy at minimum at the national average drug acquisition cost (NADAC) rate, or at the pharmacy acquisition cost rate if greater or there is not a NADAC rate, plus a professional dispensing fee that is at minimum the professional dispensing fee paid under the state medical assistance program.
Requires peer-to-peer car sharing programs provide insurance coverage in amounts equal to the financial responsibility requirements set forth in section three hundred eleven of the vehicle and traffic law; removes requirements relating to requiring additional insurance coverage.
Requires annual screenings for depression of students in grades seven through twelve; requires the department of education and the department of health to review data pertaining to the results of such screenings for local and statewide trends concerning teenage depression.
Requires the court to consider a child's health and safety when making a decision regarding child custody and visitation; directs the court to review certain information as it relates to allegations of child abuse, domestic violence and child safety; requires the court to appoint an attorney to represent the child when credible allegations of serious risk to the child's safety have been made.
Permits licensed insurance agents, brokers, adjusters, consultants, and intermediaries to carryover up to five hours of continuing education credit per biennial licensing period.
Establishes a program of tiered eligibility for services offered by the office for people with developmental disabilities for persons with learning disabilities and other complex neurological impairments.
Relates to coverage for the detection of breast cancer; lowers the age of eligibility for an annual mammogram from 40 to 30 years old; requires coverage for follow-up treatment including biopsies.
Directs local law enforcement agencies in municipalities authorizing an auxiliary police force by local law to provide retirement service identification cards to auxiliary police officers who retire with 10 or more years of service or who are injured in the course of duty and unable to continue duty due to such injury.
