Requires certain meetings between the governor, the temporary president of the senate and the speaker of the assembly relating to the state budget to be open to the general public; to provide an opportunity for the public to attend, listen to, and observe such meetings; and to broadcast and maintain records of such meetings on each party's website.
Creates a veteran's home and land ownership loan program to provide loans to veterans to purchase homes or unimproved land suitable for building; requires such loans to be secured by a second mortgage.
Relates to enhanced aid and incentives for municipalities; provides that enhanced aid and incentives for municipalities will be apportioned to eligible municipalities by the director of the budget on a per-capita basis, based on population.
Establishes the parole board accountability act which requires incarcerated individuals who are released on parole, via a vote that is not unanimous, be placed in the community where one of the two board members primarily reside; establishes the procedure of which of the two board member's community the releasee shall be released to.
Increases the number of members on the farm laborers wage board from three to five; adds as members the commissioner of agriculture and markets and a member appointed by the Dean of the Cornell University's College of Agriculture and Life Sciences.
Prohibits the New York state department of taxation and finance from charging a fee for applications for a certificate of registration pursuant to a re-registration program.
Allows reservists who have served or who are currently serving in the United States armed forces to be eligible for 2.5 points on civil service examinations.
Enacts the "dismantling student antisemitism act", or "DSA act"; requires mandatory sensitivity training that includes the topic of antisemitism; includes reporting requirements regarding antisemitism complaints and disciplinary processes.
