Enacts the "responsible implementation of e-bike regulations for safe cycling (RIDERS) act; defines "electric skateboard" and "electric personal mobility device"; requires the registration of all electric personal mobility devices, including, but not limited to, bicycles with electric assist, electric scooters and electric skateboards; makes related provisions.
Directs the department of labor and the office for people with developmental disabilities to study and report on the wages earned by those who help, assist, support, and/or work with the developmentally disabled.
Prohibits the comptroller from using environment, social, and governance criteria as a screening method for selecting companies and funds to invest the state pension fund in.
Establishes the state all-electric building plan to require the office of general services to transition all buildings owned by the state to be all-electric buildings.
Requires the use of a fire-resistant blanket, bag or container when charging a bicycle with electric assist or an electric scooter; requires sellers of such vehicles to include a fire-resistant blanket, bag, or container with the sale of each e-bike or e-scooter; establishes fines.
Relates to the availability of opioid reversal agents; requires the department of health to make available any formulation and dosage of opioid reversal agent approved by the federal food and drug administration.
Requires all public school districts, charter schools and non-public schools in the state that participate in the national school lunch program or school breakfast program as provided in the national child nutrition act to serve breakfast and lunch at no cost to the student.
Repeals the provision of law that volunteer firefighters and ambulance workers who receive a real property tax exemption for service may not receive the income tax credit for such service.
Provides that state departments, offices, agencies, and authorities are prohibited from imposing any fees, surcharges, or taxes that have not been approved by the state legislature.
