Establishes term limits for the offices of governor, attorney-general and comptroller; limits the amount of time any person can act as governor; limits terms of office of members of the legislature.
Limits the tenure of the temporary president of the senate, speaker of the assembly, majority leader of the senate, minority leader of the senate, majority leader of the assembly and minority leader of the assembly to 8 years; limits the tenure of the chairman of any single legislative committee to 8 consecutive years.
Provides for the filling of vacancies in the office of lieutenant-governor by appointment of the governor subject to confirmation by majority vote in the senate and majority vote in the assembly.
Requires that no person acting as a political party chairperson, an elected public officer, an individual who is subject to the rules established by the commission on public integrity and any other person who is an officer of an organization, association or corporation that receives public funding shall be elected as a delegate to a constitutional convention.
Requires at-large electors to vote for the presidential and vice presidential candidate who received the highest number of votes in the state; requires congressional electors to vote for the presidential and vice presidential candidates who received the highest number of votes in each congressional district; removes and replaces electors who fail to vote in such manner.
Relates to the temporary appointment of heads of departments without the advice and consent of the senate and sets time limits for serving in such capacity.
Relates to the length of time of a state disaster emergency declaration; requires the governor to transmit a weekly report to the legislature during a state disaster emergency; relates to the communication between the governor and parties affected by a suspension of laws during a state disaster emergency.
Enacts into law components of legislation relating to certain criminal justice reform in the state of New York; establishes law enforcement officer grant funds (Part A); provides judges more discretion regarding securing orders and limiting the lengths of certain orders (Part B); requires affirmative consent for the disclosure of contact information of witnesses to a defendant; provides that denial of such consent shall only be for good cause as determined by the court (Part C); relates to consideration of the death penalty for the commission of certain provisions of murder in the first degree (Part D).
Authorizes the issuance of distinctive legion of valor license plates for individuals who have received the army medal of honor, navy medal of honor, air force medal of honor, army distinguished service cross, navy cross, coast guard cross, or air force cross.
Authorizes real property taxing jurisdictions to grant a partial tax exemption for property purchased by a clinician in a clinician shortage area, as determined by the commissioner of health, which will be such clinician's primary residence and he or she will practice in such shortage area; provides state aid to taxing jurisdictions which grant the exemption to the extent of the tax savings provided to clinicians.
Creates the New York state independent budget office with a director to be appointed, upon the recommendations of an independent budget office advisory committee, by the speaker of the assembly and the temporary president of the senate; establishes such office shall provide objective, non-partisan and timely analyses of state revenue, expenditures and management practices to members of the legislature for any legislation with fiscal impact or at the request of a leader or a committee.
Provides for distinctive license plates for gold star family members; eliminates the registration fee for gold star mother and gold star family member distinctive license plates.
