Enhances sentences for certain offenses involving weapons on or near school grounds; relates to the availability of certain records of juvenile delinquents or youthful offenders; relates to annual earnings limitations for certain retired police officers employed by a school district or a board of cooperative educational services; adds a defendant's identifiable ties to the community and state to consideration for whether to fix a securing order, including residence, employment, enrollment with an educational institution, and immediate family; allows courts to hold a pre-trial community safety and well-being hearing; relates to the court's consideration of the existence of extraordinary circumstances and significant physical injury in determining whether to remove adolescent offenders to family court; defines such terms; provides factors for the court's consideration of whether extraordinary circumstances exist; exempts adolescent offenders who were illegally in possession of a loaded firearm from those authorized to be removed to family court; modifies the crime of criminal solicitation in the third degree.
Establishes an Oneida county school milk pilot program allowing public schools in Oneida county to be reimbursed by the state for certain milk purchases.
Provides for the filling of vacancies in the office of lieutenant-governor by appointment of the governor subject to confirmation by majority vote in the senate and majority vote in the assembly; provides for an extended order of succession for the filling of a vacancy in the office of the governor.
Requires the superintendent of financial services to examine the Green Bank at least once every calendar year; requires that a copy of such examination shall be furnished to NYSERDA, the state comptroller, the senate and the assembly.
Grants an exemption for the purchase of energy efficient snow making equipment, ski lift equipment, snow grooming equipment, and the production of snow by a recreational ski facility from state sales and compensating use tax.
Provides for initiative and referendum and recall; empowers the electors with the ability to propose statutes and amendments to the constitution, approve or reject statutes or parts of statutes, and remove elective officers.
Adds employees of the office of children and family services to the list of public employees for which prevention of duties constitutes assault in the second degree.
Requires the budget submitted by the governor to include an itemization, by each individual school district, of appropriations for the support of school districts.
Authorizes real property taxing jurisdictions to grant a partial tax exemption for property purchased by a clinician in a clinician shortage area, as determined by the commissioner of health, which will be such clinician's primary residence and they will practice in such shortage area; provides state aid to taxing jurisdictions which grant the exemption to the extent of the tax savings provided to clinicians.
Enacts the "social media monitoring safety act" to provide data analytic resources and funding to every school district to facilitate the monitoring of social media activities to provide early-detection information of possible threats to a student's health and the safety of the school; makes an appropriation therefor.
Increases the amount of years of military service credit a member may purchase from three years to four years; provides that the provisions of such act shall not be subject to the requirement that the state shall make an equal payment to the retirement system.
