Authorizing the Pennsylvania Historical and Museum Commission, with the approval of the Governor, to grant and convey certain lands and improvements situate in the 47th Ward of the City of Philadelphia, Philadelphia County, to New Freedom Theatre, Inc.; authorizing the release of Project 70 restrictions on certain land owned by the Pennsylvania Fish and Boat Commission in Overfield Township, Wyoming County; authorizing the Department of Conservation and Natural Resources, with the approval of the Governor, to grant and convey to the City of Philadelphia a right-of-way easement situate in the City of Philadelphia, Philadelphia County, in exchange for improvements to Benjamin Rush State Park and monetary consideration to the Commonwealth to be used toward the acquisition and conveyance of a tract of land to be added to French Creek State Park; authorizing the transfer of administrative jurisdiction of portions of State park lands in exchange for certain lands situate in New Vernon Township, Mercer County, from the Department of Conservation and Natural Resources to the Department of Transportation for anticipated highway improvement projects; authorizing the Department of General Services, with the approval of the Department of Agriculture and the Governor, to grant and convey to Joshua R. Snyder a certain tract of land located in Windsor Township, Berks County; authorizing the Department of General Services, with the approval of the Governor, to grant and convey certain lands and improvements situate in Haverford Township, Delaware County, to Carelink Community Support Services of PA, Inc.; and authorizing the Department of General Services, with the approval of the Pennsylvania Historical and Museum Commission, the Department of Conservation and Natural Resources and the Governor, to grant and convey to The Roland Curtin Foundation for the Preservation of Eagle Furnace, certain lands, buildings and improvements, situate in Boggs Township, Centre County, and further authorizing the Pennsylvania Historical and Museum Commission to transfer to The Roland Curtin Foundation for the Preservation of Eagle Furnace its buildings located on adjacent property leased from the United States Department of the Army.

Establishing the Wildlife Rehabilitation Grant Program and the Wildlife Rehabilitation Grant Fund; and imposing duties on the Pennsylvania Game Commission.

In intermediate units, further providing for powers and duties of the intermediate unit board of directors, for capital subsidy and for school safety and security enhancements; and, in school safety and security, further providing for Targeted School Safety Grants for Nonpublic Schools and School Entities Program.

In public assistance, further providing for personal needs allowance deduction for medical assistance-eligible persons in nursing facilities.

In intermediate units, repealing provisions relating to psychological services; in professional employees, further providing for definitions and providing for school social workers; and, in school health services, further providing for health services and providing for school counselors, school psychologists, school social workers and school nurses.

In Commonwealth services, providing for firefighting personal protective equipment; and imposing penalties.

Establishing the Electric School Bus Grant Program and the Electric School Bus Grant Program Fund; providing for duties of the Department of Education; and making an appropriation.

In tenement buildings and multiple dwelling premises, further providing for landlord's duties; and providing for tenant relocation.

In licensing of health care facilities, further providing for consumer protections; and abrogating a regulation.

In juvenile matters, further providing for definitions, for scope of chapter, for inspection of court files and records, for transfer from criminal proceedings, for place of detention and for conduct of hearings and repealing provisions relating to transfer to criminal proceedings; and making editorial changes.

In duties and powers of boards of school directors, providing for suicide prevention hotline telephone number on student identification card; and, in school safety and security, further providing for school safety and security coordinator.

Further providing for definitions, for license required, for State Board of Social Workers, Marriage and Family Therapists and Professional Counselors, for powers and functions of board, for qualifications for license, for procedures for licensing, for reciprocity, for endorsement of out-of-State licenses and for reinstatement of license; providing for restrictions on use of title "Licensed Associate Marriage and Family Therapist" and for restrictions on the use of title "Licensed Associate Professional Counselor"; further providing for license renewal and records and fees and for unlawful practice; and providing for effect of associate licensure.

In Pennsylvania Preferred® Trademark, further providing for definitions, for Pennsylvania Preferred® trademark, for licensee qualification, for duties and authority of department, for trademark license agreement, application and licensure process, for costs, for Pennsylvania Preferred® Trademark Licensing Fund, for injunctive relief, for rules and regulations and for purpose, repealing provisions relating to definitions and further providing for qualified veterans and qualified veteran business entities.
