Designates certain offenses against emergency medical services personnel, firefighters, and law enforcement officers as hate crimes; includes the definition of emergency medical services personnel, firefighters, and law enforcement officers.
Directs the office of children and family services to establish an outdoor, nature-based child care program to allow for the operation of licensed outdoor, nature-based child care classrooms which provide early learning services for preschool or school-age children in an outdoor space and that employ a curriculum with nature to teach enrolled children.
Directs the public service commission to conduct a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation; makes certain changes relating to greenhouse gas emissions limits.
Relates to dispensing certain controlled substances for use by a person with a substance use disorder during certain emergency medical treatment, for use in maintenance or detoxification treatment, or to relieve acute withdrawal symptoms.
Creates the division of regulatory review and economic growth to review regulatory processes and permit requirements in order to facilitate economic growth; imposes a two-for-one rule reduction requirement.
Relates to the environmental assessment of a historic preservation plan; addresses environmental impact statements, dates for filing drafts of such statewide comprehensive historic preservation plan, funds available for historic preservation purposes, and the New York state archaeological survey assistance fund.
Provides that any requirement that undocumented immigrants who are seeking asylum in the United States be sheltered in a certain locality or localities shall only apply to those towns, cities, and counties that opt-in to such requirement through the adoption of a local law or ordinance; defines the term "sheltered" as including, but not limited to, being temporarily or permanently placed into housing, dwelling, or living quarters by a state or local governmental entity.
Establishes the "Not on our dollar!: Ending New York funding of Hamas violence act" to prohibit not-for-profit corporations from engaging in unauthorized support of Hamas and nations known to fund middle-eastern terrorist group activity; allows for recovery of a civil penalty by the state attorney general; creates a private right of action for violations.
