Establishes a high school robotics grant program; provides funding to high schools for participation in robotics competitions; sets forth eligibility requirements; provides for the application and awards process.
Enacts "Averyana's law"; provides a tax credit for the purchase and installation of certain smoke alarms which incorporate photoelectric technology including but not limited to: photoelectric detectors; and photoelectric/carbon monoxide detectors.
Provides that the "look back" period for medical assistance eligibility for transfer of real property commences on filing the certificate of transfer with the county clerk.
Establishes a school resource officer unit within the division of state police; permits every school district within the state to request the placement of a member of such unit at any building, structure or facility primarily used for the instruction of students located within such district.
Prohibits a city, town, village or of a joint water district from imposing certain levies, charges, taxes or assessments on a property which uses private well water for its water supply; prohibits a city, town or village from imposing certain levies, charges, taxes or assessments on a property which uses a septic system for treatment of waste water.
Establishes a farmers' bill of rights; specifies prohibited unfair trade practices which have the purpose of intentionally impairing a producer's freedom to bargain collectively with other producers in the marketing of the producer's product; provides that the commissioner of the department of agriculture and markets shall take action to restrain such violations upon the application of an association of producers; increases the limit on damages for encouraging or permitting delivery of products in violation of marketing agreements.
