Requires local phone companies to provide customers with a cost free option to block certain information-access services; provides such service shall not be included in the telephone company's rate base; requires the public service commission to promulgate rules and regulations relating thereto.
Expands New York's net metering law by adding non-residential micro-combined heat and power generating equipment systems to the list of currently eligible technologies that can be net metered.

Directs the department of economic development to move the central New York welcome center to the equal rights heritage center in the city of Auburn; directs the department of economic development to enter into a contract with the city of Auburn for the operation of such welcome center.
Enacts the wetlands homeowner's relief act; provides that a homeowner who currently lives within a wetlands designated area shall not have to apply for a building permit for use of land within a fifty foot periphery of the house and garage; provides that new maps may not be issued without prior approval from the legislature; prohibits DEC from delineating wetlands beyond the boundaries shown on official wetlands maps.
