Establishes evidence-based, flexible staffing models for general hospitals and nursing homes; establishes a commission on hospital staffing to review and update hospital staffing models; establishes a commission on nursing home staffing to review and update nursing home staffing models; provides such models shall be based on the best available evidence regarding staffing and patient safety, provide hospitals or nursing homes with the opportunity to adjust staffing levels in response to the relative skill of the professional staff and the current acuity of the patients, address the patient care roles played by direct-care nursing staff, non-nursing direct-care staff, and allied health professionals, and be adaptable to the relative availability of staff in the regional labor market where the facility is located.
Continues the New York State Pathways in Technology Early College High School Program in this state; requires the commissioner to allocate funds for new P-TECH programs for the purposes of preparing eligible academically at-risk and/or economically disadvantaged students for high-skill jobs.

Provides certain relief for persons who are victims of identity theft; provides for destruction or sealing of certain police and court records and for issuance of an identity theft passport.
Directs the commissioner of mental health to establish a maternal mental health workgroup to study and issue recommendations related to maternal mental health and perinatal and postpartum mood and anxiety disorders; identifies underrepresented and vulnerable populations and risk factors in the state for maternal mental health disorders that may occur during pregnancy and through the first postpartum year.
