Provides a personal income tax exemption for certain professional athletes residing in New York state of up to two hundred fifty thousand dollars of income.
Permits out-of-state clinical laboratories located within the United States to accept specimens from New York when there are no proper labs within the state recognized by the department of health.
Exempts the income of dependent applicants from their eligibility determination for excelsior scholarship and tuition assistance program awards and makes adjustments to certain award reduction schedules.
Eliminates state sales and compensating use taxes on motor fuels and diesel motor fuels; authorizes localities to eliminate such taxes at the local level; establishes various exemptions from New York's sales and use tax; provides for a sales tax exemption for housekeeping supplies and for ready-to-eat foods.

Authorizes the application of topical fluoride varnish to a child's teeth by a parent or legal guardian provided that such application is done under the direction and supervision of a licensed practitioner.
Requires all vehicles move over or slow down for parked, stopped and standing vehicles on highways, requiring the inclusion of at least one question regarding such requirement on the state driver's license examination, and requires public education measures on such requirement.
Authorizes the commissioner of health to approve certain reimbursement rates for certain programs established by not-for-profit and public skilled nursing facilities in upstate New York nursing home regions that are designed to work collaboratively on efforts to improve nursing home efficiency, staffing, and quality of care.
