Requires executive office of health and human services to establish an early childhood mental health hub program focused on improving access to infant and early childhood mental health services for children under age 6 and their families.
Limits the use by insurers of step therapy, a protocol that establishes a specific sequence in which prescription drugs for a specified medical condition are covered by an insurer, by allowing medical providers to request step therapy exceptions.
Requires that any insurance contract issued, amended or renewed on or after January 1, 2025, that provides hospital, medical or surgical coverage shall provide coverage for medically necessary treatment of mental health or substance use disorders.
Adds a new section which sets forth conditions for pharmacists to prescribe tobacco cessation/drug therapies, programs approved by the state board of pharmacy. The cessation therapies would be covered by all health insurance carriers on or after 1/1/25.
Creates the occupational therapy licensure compact that would allow licensed occupational therapists and occupational therapy assistants to practice in all states that join the compact.
Relocates the chapter relating to licensing of massage therapists from the health and safety title to the businesses and professions title with multiple amendments.
Grants a right of first offer to qualified nonprofits for the purchase of certain multi-family residential properties at market prices, within a reasonable period of time to promote the creation and preservation of affordable rental housing.
Provide the maximum number of unrelated persons living together that could be constitute an individual household would not be less than one person per bedroom.
Bans the possession, sale, and transfer of assault weapons. Possession of assault weapons owned on the effective date of this act to be "grandfathered". Violations are punishable by a fine or imprisonment.
Allows a minor between the ages of 14 - 17 without a permanent residence/in custody of the DCYF to get state identification card without a signature from parent, guardian or foster parent as well as a certified copy of minor's birth certificate at no cost
Provides that services provided by graduate student interns who work under a supervisory protocol would be eligible to be paid from Medicaid reimbursement.
