Provides that possession of a condom or other reproductive or sexual health device may not be received in evidence in any trial, hearing or proceeding as evidence of conduct which would constitute an offense defined in article 230 of the penal law.

Requires school districts to conduct mandatory early screening for dyslexia for all children commencing in pre-kindergarten or kindergarten and continuing thereafter on an annual basis until each child successfully completes second grade; requires school districts to designate an individual to maintain complete and accurate records containing early screening reports for each child, and to provide resources and materials to the parent and/or guardian of any child who displays indications of dyslexia.
Establishes the nail salon minimum standards council act; establishes the nail salon minimum standards council which shall investigate wages and standards within the nail salon industry and submit recommendations on minimum wages, regulations and standards for nail salon workers.
Establishes the cesarean births review board; provides such board shall be comprised of multidisciplinary experts to review the rate of cesarean births at hospitals in the state; provides reporting requirements.
Requires the department of health to develop and maternal health care providers to distribute written information about episiotomy to maternity patients.
Regulates automated decision-making by government agencies; requires agencies to conduct impact assessments; requires disclosure of automated decision-making tools utilized by governmental agencies.
Requires all state agencies to establish a composting program in buildings owned, occupied or operated by such agencies; allows such agencies to arrange for collection of compostable waste by a private carter, transport such waste itself or process such waste on-site; requires reports on the costs and effectiveness of such programs.
Adds additional information to reporting requirements for temporary release programs including the number of incarcerated individuals denied participation in each temporary release program and the reasons for denial.
Repeals the requirement that the senate vote to confirm the appointment of certain chief executive officers within a certain time period; amends certain provisions of law relating thereto.
