Establishing the Veterans' Housing Assistance Program; imposing duties on Pennsylvania Housing Finance Agency and Department of Military and Veterans Affairs; and making appropriations.

Providing for electronic poll books and for electronic poll books and election infrastructure equipment bonds; in preparation for and conduct of primaries and elections, further providing for manner of applying to vote, persons entitled to vote, voter's certificates, entries to be made in district register, numbered lists of voters and challenges and for deadline for receipt of valid voter registration application; and providing for in-person early voting in elections. In preliminary provisions, providing for advertising and sponsorships; in charter schools, further providing for definitions, for charter school requirements and for funding for charter schools, providing for funding for cyber charter schools, for cyber charter school requirements, for powers and composition of board of trustees and for educational management service providers, further providing for powers and duties of department and for assessment and evaluation, providing for annual reports and public reporting and for fund balance limits, further providing for cyber charter school requirements and prohibitions and for school district and intermediate unit responsibilities, providing for access to other schools' facilities, further providing for establishment of cyber charter school, providing for renewals, for charter amendments and for causes for nonrenewal, revocation or termination, further providing for State Charter School Appeal Board review, for cyber charter school application and for enrollment and notification, providing for enrollment parameters and for enrollee wellness checks and further providing for applicability of other provisions of this act and of other acts and regulations; and, in reimbursements by Commonwealth and between school districts, further providing for student-weighted basic education funding, providing for adequacy and tax equity supplements and for accountability to Commonwealth taxpayers and further providing for Pennsylvania accountability grants.

Further providing for requirements of membership, for married persons and pensions to surviving spouses and for eligibility of surviving spouses.

In licensing of health care facilities, further providing for licensure; and abrogating a regulation.

In pharmaceutical assistance for the elderly, further providing for definitions.

Establishing the Older Adult Mentor Volunteer Program; and providing for duties of the Department of Education, the State Board of Education, intermediate units and public school entities.

In casualty insurance, providing for reimbursement for custom-fabricated devices or custom-fitted devices.

Establishing the Alzheimer's, Dementia and Related Disorders Office and the Alzheimer's, Dementia and Related Disorders Advisory Committee.

In general provisions relating to emergency management services, further providing for definitions; in Commonwealth services, further providing for assistance to fire companies and EMS companies, for State Fire Commissioner and for curriculum, training and education certification management system; in grants to fire companies and emergency medical services companies, further providing for definitions, for publication and notice, for award of grants, for consolidation incentive, for establishment, for publication and notice and for award of grants, repealing provisions relating to COVID-19 Crisis Fire Company and Emergency Medical Services Grant Program and to COVID-19 Crisis Fire Company and Emergency Medical Services Grant Program, further providing for allocation of appropriated funds, repealing provisions relating to Emergency Medical Services COVID-19 Recovery Grant Program, to expiration of authority relating to COVID-19 Crisis Fire Company and Emergency Medical Services Grant Program and to expiration of authority relating to Emergency Medical Services COVID-19 Recovery Grant Program and further providing for special provisions and for annual reports; and making transfers.

Establishing the Keystone Fresh Program; providing for the Fresh Schools Grant Program, for the Keystone Producer Grant Program, for the Keystone Assistance Grant Program and for the administration of the Keystone Fresh Program by the Department of Education and the Department of Agriculture; and establishing the Keystone Fresh Fund.

Providing for the funding of the development of comprehensive regional plans, competitive sites for businesses to locate or expand within this Commonwealth and competitive industrial and nonindustrial sites by assisting in the reduction of development risk; establishing the Pennsylvania Strategic Investments to Enhance Sites (PA SITES) Program, the PA SITES Fund and the PA SITES Debt Service Restricted Account; and conferring powers and duties on the Department of Community and Economic Development Pennsylvania Economic Development Financing Authority.

In miscellaneous provisions relating to offenses in general, providing for use of registration plate flipping device.

Imposing a duty on municipal corporations to provide notification to property owners of changes to special flood hazard area maps of the Federal Emergency Management Agency.

Authorizing the Department of General Services, with the approval of the Governor, to release a portion of a use restriction affecting certain real property situate in the Township of Susquehanna, County of Dauphin, which the Commonwealth of Pennsylvania previously conveyed to the School District of the City of Harrisburg.
