Relates to protecting the communication rights of individuals with disabilities; provides that each person with a disability has the right to communicate in their preferred manner.
Enacts "Peanut's law: humane animal protection act" to provide humane treatment, safeguard animal welfare and strengthen the rights of animal sanctuaries and responsible owners in retaining custody, implementing due process safeguards, and guaranteeing public safety while an appeal is pending; requires an administrative hearing before the seizure or euthanization of an animal under the care of a wildlife sanctuary, unless there is documented evidence that the animal presents an immediate threat to public safety; further provides that any animal seized by the department of environmental conservation for testing or public concerns is subject to a 72-hour waiting period prior to euthanization; makes related provisions.
Requires maternal health care providers facilitate a screening for maternal depression, unless refused by the birth mother, within the first six weeks of birth and that such screening be covered by insurance.
Requires insurance coverage of sonograms and other diagnostic procedures used to detect breast cancer for covered persons with a prior history of breast cancer or who have a first degree relative with a prior history of breast cancer.
Directs the commissioner of the office of general services to erect a monument to be known as the "New York state Holocaust memorial" in the Governor Nelson A. Rockefeller Empire State Plaza to memorialize the victims of the Holocaust and to educate the public about the history of the Holocaust and the dangers of antisemitism, racism, and all manifestations of intolerance.
Establishes the crimes of unlawful dissemination or publication of intimate images in the first, second, and third degree; defines terms and clarifies application of provisions relating to such crimes; extends the statute of limitations for such crimes; repeals provisions relating thereto.
Provides that a person is guilty of criminal mischief in the third degree when such person intentionally damages property of another person to promote or suppress a political ideology, or otherwise as an expression of political ideology.
