Relates to the conversion to condominium ownership for the preservation of expiring affordable housing in the city of New York; provides expanded homeownership opportunities from the conversion of certain residential rental buildings to condominium status by property owners that commit to preserve the inventory of expiring affordable housing in the city of New York.
Requires every sheriff, county or city commissioner of correction and head of every state, county, or local police department to report instances and occurrences of hate crimes; requires the division to promulgate rules and regulations for such reporting.
Requires all policies that provide coverage for inpatient hospital care to include benefits for child and family treatment and support services and children's home and community based services.

Requires public schools to start no earlier than eight thirty a.m. and that no public high school within the state shall start before an elementary school starts within the same school district.
Expands eligibility for tax abatement for rent-controlled and rent regulated property occupied by persons with disabilities to include individuals who do not meet the non-medical qualifications for SSDI and SSI but, by reason of the individual's disability, the individual is not able to engage in substantial gainful activity as that term is defined by the federal social security administration.
