Authorizes the submission of proposals for several bonds to the people of the state at the general election to be held in November, 2024. These bonds relate to capital development and the "green economy."
Requires that the department of human services and the department of behavioral healthcare, developmental disabilities and hospitals provide forecasted costs reflecting the recommended rate review on a monthly basis.
JOINT RESOLUTION MAKING AN APPROPRIATION OF $250,000 TO THE HOSPITAL CARE TRANSITIONS INITIATIVE (HCTI) (This resolution would authorize the appropriation of the sum of $250,000 to the Hospital Care Transitions Initiative.)
Establishes the restrictive housing oversight committee ("committee") for the purpose of monitoring the use of restrictive housing (solitary confinement), as well as disciplinary and administrative confinement at the department of corrections.
Amends various sections of law relating to elections, nomination papers and the process of obtaining signatures for nomination papers and would provide a notification procedure for the reporting of consistent patterns of forgery on nomination papers.
Extends the forbearance of utility terminations for customers with serious illness certifications and would amend various provisions related to the termination of utility services for persons who are disabled, seriously ill, or in arrears.
Prohibits discrimination on the basis of race by expanding the definition of race to include traits historically associated with race, including, but not limited to, hair texture and protected hairstyles.
Requires insurance coverage for at a minimum up to ninety (90) days of residential or inpatient services for mental health and/or substance use disorders for American Society of Addiction Medicine levels of care 3.1 and 3.3.
Allows victims of violent crime receiving awards under the state's crime victim compensation program to use up to $1,000 of their total award to make reasonable modification to their residence to ensure their future safety.
Exempts all Narragansett Indian Tribe homeowners from real estate taxes and real estate tax liens, imposed by the state or any municipality. Also declares the Tribe as the sole sovereign federally recognized Indian Tribe in Rhode Island.
Exempts all Narragansett Indian Tribe members owning real estate, whether privately, commercially, in nonprofit corporations or in land trusts, from all real estate taxes imposed by the state or any municipality.
Repeals sections of the Narragansett Indian Land Management Corporation Act and acknowledges the Narragansett Indian Tribe as the sole aboriginal people sovereign to the territory of what is now known as Rhode Island.
