Grants medical assistance eligibility for kidney transplant expenses for residents of New York with end-stage renal disease who are otherwise eligible for benefits except for their immigration status.
Relates to the menstrual product safety and research act and its creation of a research program to determine the risks posed from potential toxins in menstrual products.
Directs the department of civil service to conduct a study on competitive examinations for public employment held by the state department of civil service and by municipal commissions to determine whether the contents of such examinations have a discriminatory effect on minority examinees; requires a report on such findings to be delivered to the governor and legislature.
Prohibits a cause of action for defamation where the subject of such action includes an allegation made to an employer regarding an unlawful discriminatory practice or act of retaliation.
Establishes a state SNAP minimum benefit program to provide a minimum amount of supplemental nutrition assistance program benefits that is higher than the amount of federal SNAP benefits.
Establishes the Early Learning Child Care Act to impose a payroll tax on certain employers for the purposes of addressing child care affordability, accessibility, and quality for families with children under five years of age; establishes the early learning child care fund; establishes the early learning child care program to provide subsidies to covered children to attend early learning child care programs; establishes the New York state child care board.
Requires all incarcerated individuals who do not have a high-school diploma or its equivalent to receive a reading proficiency level assessment and dyslexia screening upon intake by the department of corrections; requires for such individuals who perform below a certain proficiency level to be provided with intervention services that are evidence-based, effective and consistent with science-based research specifically tailored to addressing dyslexia.
