Enacts the "New York accountability in reporting act"; establishes the crimes of offering a false report for filing in the second degree and offering a false report for filing in the first degree; includes falsely reporting an incident as a specified offense for the purposes of hate crimes; requires the creation of public databases for false reporting; provides for a civil remedy for convictions of such crimes.
Amends provisions relating to payment of wages to include compensation that is not payable solely at the employer's discretion; requires certain notices; expands enforcement provisions.
Prohibits the use of a victim's DNA collected from sexual offense evidence kits from being added to the state DNA identification index or other databases or being used in certain actions.
Prohibits the sale and distribution of anti-fogging sprays or wipes containing perfluoroalkyl and polyfluoroalkyl substances; provides penalties for violations.
Relates to creating the health emergency response data system, which collects information and statistical data relating to public health emergencies in order to assist the department of health, other government entities, health care providers, and the public in understanding and responding to public health emergencies.
Provides that the owner of a hazard vehicle service or of a taxicab, livery, bus, coach, limousine, van or wheelchair accessible van service, who has permitted an employee to operate such a vehicle when such employee has not been issued a valid state driver's license or whose license has been suspended or revoked shall have his business license suspended for thirty days.
Establishes procedures regarding orders of post-termination visitation and/or contact between a child and such child's parent and for modification of such orders.
Provides for the designation by a general hospital of persons to identify infectious disease processes, conduct surveillance and epidemiologic investigations, and develop plans to prevent and control the transmission of infectious agents within general hospitals.
Requires insurers offering renewal of certain Medicare supplemental insurance policies or providing notification of a change in premiums of such policies to notify policyholders of the availability of policies offered by such insurer with similar benefits at a comparable premium or the ability of such policyholder to purchase a different policy without the pre-existing condition waiting period; applies to policies for which such insurers no longer accept new contracts but continue to renew for existing policyholders.
Relates to the taxation of moneys, credits, securities and other intangible personal property in the state that is not employed in carrying on any business therein.
