Authorizes holders of certain licenses issued by the state liquor authority for consumption off premises to engage in the sale and/or wholesale of ready-to-drink cocktails; provides that such provisions relating to the direct sale of RTD cocktails shall only apply within the city of New York; provides for the taxation of ready-to-drink cocktails.
Enacts the "sweatshop-free college apparel act" which requires institutions in the state of New York establish a sweat-free code of conduct in line with labor standards established by the Workers Right Consortium.
Enacts the "no child left out inclusive playgrounds act"; requires newly built and renovated playgrounds to be accessible for children with disabilities.
Requires the metropolitan transportation authority to publish certain information pertaining to capital project data for projects that are committed for construction on the capital program dashboard maintained by the authority on the authority's website; requires sources of funding to be specified.
Requires institutions and local correctional facilities to adhere to certain standards regarding the surveillance of incarcerated individuals and detainees, and access to such surveillance recordings.
Establishes protections for adults sixty years of age or older, or at least the age of eighteen and who, because of mental or physical impairments, are unable to manage their own resources or protect themselves from financial exploitation without assistance from others.
Adds hazardous air quality to the state definition of a disaster; requires explicit inclusion of air quality emergency preparedness in local comprehensive emergency management plans with an action plan and annual inventory of air quality emergency resources.
Provides that the owner of a hazard vehicle service or of a taxicab, livery, bus, coach, limousine, van or wheelchair accessible van service, who has permitted an employee to operate such a vehicle when such employee has not been issued a valid state driver's license or whose license has been suspended or revoked shall have their business license suspended for thirty days.
Relates to the definition of employer for purposes of wage payment provisions; includes municipal corporations, public benefit corporations and public authorities in the definition of "employer".
