Relates to being a good samaritan; adds "reasonable intervention" as a reason to be protected from liability; provides that a person may use physical force when and to the extent that such person reasonably believes that reasonable intervention is necessary to maintain order, but may use deadly physical force only when such person reasonably believes that reasonable intervention is necessary to prevent death or serious physical injury; appropriates $500,000 for public service announcements and community-based training programs aimed at educating people about the legal protections and responsibilities of being a good samaritan.
Provides that members of a retirement system who retire from such system and later rejoin the retirement system are reinstated with the same rights, benefits and privileges they had prior to retirement.
Prohibits a sex offender whose victim was a child and level 3 sex offenders from knowingly being within 1,000 feet of a child care provider, preschool or any facility where pre-kindergarten or kindergarten instruction is provided.
Requires municipal corporations to approve any facility intending to house asylum seekers prior to their establishment; establishes a review process that incorporates notice to the public and the opportunity for the public to comment; renders a decision within 8 weeks.
Permits award of crime victim assistance funds to victims of overdoses, where such overdoses cause death and were the result of deception, surreptitious delivery, or third-party administration of a controlled substance.
Provides for the licensing of professional and clinical music therapists encompassing the assessment, evaluation, and the therapeutic intervention and treatment of mental, emotional, developmental and behavioral disorders through the use of music.
Requires a government photo identification card to be presented when casting a ballot; provides for a method to receive a government photo identification card at no charge; provides that notaries are not permitted to collect a fee for collecting the documents required.
Relates to school property and real property taxes; establishes the blue ribbon commission on property tax reform; relates to state assistance for local real property reassessment, state assistance to assessing units within a school district, providing a fixed real property assessed value for residential real property owned by certain persons over the age of 65 and providing state reimbursement to municipalities for lost real property tax revenue; requires the state to fund certain programs mandated for municipal corporations or school districts.
Creates the "I love NY outdoors" program; such program shall require the commissioner of economic development to develop a marketing strategy that would promote New York as a premiere destination for hunting and fishing; appropriates $2,500,000 therefor.
