Requires the state fire prevention and building code council to adopt uniform fire prevention and building code standards requiring buildings have their address numbers, building numbers, or approved building identification placed at least three feet above ground level where plainly visible and legible from the street or road fronting the property.
Requires the superintendent of financial services to audit certain reports to ensure such insurers are in full compliance with federal and state mental health and substance use disorder parity requirements.

Directs the state comptroller to conduct an audit of the department of health and other agencies to ensure that the agency meets its responsibilities to review and assess Medicaid managed care organizations for compliance with federal and state requirements to maintain adequate health care providers within network, and to meet mental health and substance use disorder parity requirements.
Requires the department of corrections and community supervision within twenty-four hours of the attempted suicide or hospitalization of an incarcerated individual or any other individual occurring in the custody of the department, to notify the emergency contacts of such incarcerated individual or other such individual.
Requires the office of special investigation to conclude investigations into alleged criminal offenses committed by police officers resulting in a death and issue a report within sixty days.

Relates to certain information provided to incarcerated individuals upon their release, relating to the payment of funds required by section one hundred twenty-five of this article in the form of an electronic benefit transfer card.
Provides that any applicant who cultivates for sale or sells cannabis, cannabis products, medical cannabis, or any product marketed or labeled as such, without having an appropriate registration, license or permit therefor, shall be deemed ineligible to receive or renew a license to sell cannabis.
