Creates statewide emergency and crisis response council to work in conjunction with the commissioners of mental health and addiction services to jointly approve emergency and crisis services plans submitted by local governments, and provide supports regarding the operation and financing of high-quality emergency and crisis services provided to persons experiencing a mental health, alcohol use, or substance use crisis.
Requires that the siting, construction and establishment of methadone program facilities in cities with a population of one million or more be dispersed in the boroughs of such cities in proportion to the population of each such borough.
Enacts "Jessica Lunsford act" relating to enhancing the class A-II felony of predatory sexual assault against a child by expanding the acts to which such offense applies; establishes a mandatory sentence of 25 years to life term of imprisonment; requires electronic monitoring of inmates upon release from prison.
Requires local child protective services to notify appropriate military personnel when a member of the armed forces is the subject of a report of child abuse or maltreatment; allows military law enforcement personnel to inquire of local child protective services whether any member of the armed forces is the subject of an indicated report on file with the statewide central register of child abuse and maltreatment.
Establishes a tax credit for electric vehicle charging stations task force to recommend a program for a tax credit for commercial property owners who install electric vehicle charging stations on such property.
Relates to establishing guidelines for DAs with regard to electronic conversion of certain records, books or papers in the care, custody or control of DAs that are more than 10 years old.
Establishes the bottle redemption fraud task force to provide the governor and the legislature with information on the fraud, enforcement, and reporting requirements related to the New York state returnable container act.
Provides that before a person may receive public assistance benefits, he or she must submit to and pass a drug test; requires health care professionals, law enforcement agencies, and courts report certain instances of substance abuse to the commissioner of social services.
