Establishes a separate states working group to conduct a study on Long Island statehood which includes a cost benefit analysis on Long Island statehood.
Requires manufacturers and dealers of liquid nicotine products accept used liquid nicotine products for recycling; creates the crime of improper disposal of a liquid nicotine product.
Directs the office of children and family services to establish an outdoor, nature-based child care program to allow for the operation of licensed outdoor, nature-based child care classrooms which provide early learning services for preschool or school-age children in an outdoor space and that employ a curriculum with nature to teach enrolled children.
Requires 911 call-takers and dispatchers to complete CPR training which shall include recognizing signs of cardiac arrest during emergency calls, providing instructions for initiating CPR to callers, coordinating with emergency medical services dispatch, and using automated external defibrillators when available and appropriate.
Directs the public service commission to conduct a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation; makes certain changes relating to greenhouse gas emissions limits.

Enacts the "rate hike notice act" which requires utilities in the state of New York to provide notice of a proposed rate hike to a customer via text, email and via such customer's monthly billing statement.
Prohibits the permanent or temporary housing of migrant populations in schoolhouses or on school grounds in districts outside of a city with a population of one million or more.
