Authorizes the sale of consumer fireworks in the state; allows fireworks to be sold between May and December; requires compliance with certain requirements regarding registration and facilities; imposes a tax on the sale of fireworks.
Creates the twelve member rural suicide prevention council to examine the causes of rural suicides or attempts and to make recommendations for rural suicide reduction.
Relates to the use of waste tire management and recycling fee funds; directs certain funds to be used by the department of economic development for funding demonstration projects relating to reuse in agricultural settings and for conducting analysis of waste tire reuse opportunities.
Authorizes school district property to be used for not-for-profit dental clinics providing care to families in the district upon the approval of the trustees or board of education of a school district.
Eliminates state sales and compensating use taxes on motor fuels and diesel motor fuels; authorizes localities to eliminate such taxes at the local level; establishes various exemptions from New York's sales and use tax; provides for a sales tax exemption for housekeeping supplies and for ready-to-eat foods.
Changes the primary election date from the fourth Tuesday in June to the second Tuesday in August; moves the presidential primary to the fourth Tuesday in April.
Relates to creating an exemption to the snowmobile registration requirements by creating a seasonal trail pass pilot program for Canadian citizens where registered Canadian snowmobilers will pay applicable fees but no additional registration materials are utilized.
Requires that no applications, or the literature given therewith, shall be approved, distributed or used in any capacity if they contain an explicit written warning regarding ownership or use of a firearm.
Relates to aggravated harassment of an employee by an incarcerated individual; eliminates the requirement that an incarcerated individual causes or attempts to cause an employee to come into contact with blood, seminal fluid, urine, feces, saliva, or the contents of a toilet bowl by throwing, tossing or expelling such fluid or material.
