Establishes a regional or county-based peer support services program for transgender and non-binary individuals that provides support services including but not limited to, peer counseling for mental illness including alcohol and substance abuse counseling, family support services, domestic violence, mental health and physical health.
Prohibits the New York state environmental facilities corporation from entering into contracts, leases or other agreements with entities that are not compliant with the requirements of article five-A of the general municipal law regarding participation by minority- and women-owned businesses.
Relates to residency requirements for police officers in a city with a population of one million or more; provides that any person appointed as a paid member of the police force of such city shall become a resident of any political subdivision or municipal corporation within such city within one year of their appointment and shall continue to reside within any political subdivision or municipal corporation.
Directs the borough president of each borough in the city of New York to establish a precinct commander appointment board in each police precinct in the city of New York for the purpose of evaluating and selecting the precinct commander for such police precinct.
Provides a unified funding point advantage for developers creating housing units that provide certain affordable housing which is intended for and dedicated to municipal workers who currently reside in shelters or homeless persons programs.
Establishes the New York state foreign dependent children tax inclusion act authorizing a tax deduction for support provided to children outside of the United States; defines "dependent children"; provides an exemption of $1,000 for each foreign dependent child.
Relates to requiring municipalities, authorities and agencies to obtain liability insurance on each duly appointed police officer in an amount not less than $200,000.
