Requires the office for the prevention of domestic violence to conduct a study on domestic violence in the transgender community with a focus on Black transgender women.
Establishes the New York state foreign dependent children tax inclusion act authorizing a tax deduction for support provided to children outside of the United States; defines "dependent children"; provides an exemption of $1,000 for each foreign dependent child.
Establishes the Center for Autoimmune and Blood Disorder Research; allows for collaboration among medical professionals to provide insights and approaches to understanding autoimmune and blood disorder diseases and improving treatment methods; makes an appropriation therefor.
Provides that municipal housing authorities in cities having a population of one million or more shall be subject to the review and regulation of the authorities budget office.
Authorizes a victim of domestic violence to apply to the county clerk to remove the violent felony offender from deed of co-owned real property in such county.
Prohibits a grand jury from inquiring into an offense or misconduct involving involves a shooting or use of excessive force by a police officer and/or peace officer that led or leads to the death or personal injury of a civilian.
Authorizes one or more individuals who are under a shared contract to opt-out of such contract without a fee, penalty or charge due to status as a domestic violence victim; prohibits the company from transferring any contractual or billing responsibility of such shared contract to any other account holders on such shared contract; prevents companies from prohibiting a person who has opted-out due to domestic violence status to enter into a new contract.
Establishes the office of financial resilience to develop and implement new programs and initiatives for the purpose of supporting local economies and promoting resilient financial models.
Creates a city-wide council for district seventy-five to advise and comment on educational or instructional policies involving district seventy-five services.
Enacts the "Home Equity Fraud Act" to control improper activities by home improvement contractors and finance companies; prohibits mortgage brokers or agents from acting as home improvement contractors; provides additional protections for mortgagors and homeowners.
Modifies the cap on the registration fee for the registration of residential mortgages in default which may be imposed by a local law, ordinance or resolution.
Provides an option for beneficiaries of NYC transit authority members to receive a lump sum equal to the pension reserve where a member who is eligible for a service retirement dies prior to filing for retirement.
