Establishes the fresh air jobs tax credit for businesses participating in the development or production of clean wind energy buildout programs in this state.

Requires the New York state energy and research development authority inspect and certify solar energy systems as fire safe and that the results of such inspection are provided to the public.
Directs the New York state energy research and development authority to increase clean energy distribution infrastructure to allow the state to reach peak clean energy consumption and distribution goals.
Directs the state energy planning board to conduct a study on time frames for replacing or upgrading battery energy storage systems at renewable energy facilities in preparation for clean energy storage and distribution across the state.
Requires the office of renewable energy siting and electric transmission to establish a mapping, installation and efficiency plan for the purpose of building new electric transmission lines.
Relates to requiring agencies to provide unsuccessful bidders that are certified minority- and women-owned business enterprises with a written statement of the completion of the procurement selection process and that such enterprise was not selected.
Requires every renewable energy generating project receiving grants, guaranteed loans, tax benefits or funding from New York state to enter into a memorandum of understanding for the operation and maintenance of such project with a bona fide labor organization of jurisdiction that is actively engaged in representing transitioning utility workers in the fossil fuel industry.
Requires contractors and subcontractors working on covered projects submit their payrolls or transcripts to the fiscal officer; directs the department to create a database for such records that are publicly available for inspection.
Requires contractors receiving public funds to pay amounts owed to small businesses and minority-owned business enterprises within seven days of receipt of payment from state agencies.
