Provides funds for day care services for the children of persons 24 and under to enable such persons to continue secondary and post-secondary education; provides criteria to be governed by standards established for economically and educationally disadvantaged students under special opportunity programs for state and city universities; appropriates $5,600,000 to the office of children and family services therefor.
Enacts the "New York city Caribbean steel pan educational music program act"; requires community school boards in the city of New York to authorize, where reasonable, the use of school grounds in the summer months for use by any steel pan music organization to practice for the Labor Day Parade (West Indian Carnival).
Provides that every person who has served in more than one time of war shall be entitled to additional credit as a veteran or disabled veteran in competitive examinations for original appointment or promotion for every such time of war during which such person served, regardless of whether any such person has utilized such credit for a competitive examination for original appointment or a competitive examination for promotion.
Provides that municipal housing authorities in cities having a population of one million or more shall be subject to the review and regulation of the authorities budget office.
Provides for the regulation of the licensure and practice of immigration providers by the department of state in order to protect immigrants from exploitation.
Modifies the cap on the registration fee for the registration of residential mortgages in default which may be imposed by a local law, ordinance or resolution.
Directs the New York state comptroller to conduct a feasibility study on implementing a universal basic income program; requires the state comptroller, in conjunction with the division of budget and New York city comptroller, to conduct a study on implementing a universal basic income program that provides individuals or households with an annual income of less than $80,000 per year with $7,200 per year for individuals and $14,400 per year for couples.
Establishes a transgender and non-binary peer support grant program which shall grant awards to eligible entities for the purpose of establishing peer-to-peer mental health programs for transgender and non-binary individuals.
Relates to the reporting of suspected financial exploitation; requires the superintendent of the department of financial services to develop guidelines relating to reporting suspected financial exploitation; provides that a third party who reports suspected financial abuse shall have immunity from any civil or criminal liability as a result.
Relates to coverage for the detection of breast cancer; lowers the age of eligibility for an annual mammogram from 40 to 30 years old; requires coverage for follow-up treatment including biopsies.
