Provides certain warranties and protections for purchasers of new and used motor vehicles; includes commercial and business purchasers under the Lemon Law.
Codifies the duty of real estate brokers to supervise salespersons and associate brokers through regular, frequent and consistent personal guidance, instruction and oversight; lists elements of supervision including the ability to familiarize salespersons with state and federal laws against discrimination.
Prohibits unsolicited telemarketing sales calls during a declared state of emergency or disaster emergency where the declaration or proclamation of emergency includes a finding that unsolicited telemarketing sales calls would impair actions taken to limit, control, or mitigate the emergency; explains the basis of such finding; provides that such prohibition may not extend for a period of more than two weeks, subject to renewal for additional two-week periods by further findings of necessity made at the end of each two-week period.
Establishes the people with disabilities access to programs commission to examine, evaluate and make recommendations for new laws with respect to how the state should streamline eligibility requirements and processes for its programs and services to assist people with disabilities.
Relates to the membership on the Nassau health care corporation board; provides that the board of directors shall select the chair and the chief executive officer.
Provides that acting on behalf of a foreign government shall be an element of certain crimes including coercion in the first degree, kidnapping in the first degree, stalking in the first degree, assault in the first degree, computer trespass, and aggravated harassment in the first degree.
Authorizes municipalities to adopt a local law, ordinance or resolution providing for a sales tax exemption for clothing and footwear after March 1, 2023 and no later than August 1, 2023; provides for the repeal of such provisions on January 1, 2024.
Provides an additional ten percent credit on qualified labor expenses under the empire state film production credit and empire state film post production credit in Nassau and Suffolk counties.
Prohibits the possession and use of live ammunition at a film production facility or a qualified film production facility; requires all persons employed or present at a film production facility or a qualified film production facility to receive proper training on the safe use, handling, storage and transportation of firearms.
Enacts "Vincent Scheppa's law" authorizing, in certain cases, the provision of private duty nursing services to a medical assistance recipient by a relative who is a registered professional nurse.
Requires nursing certificate and degree education programs to include clinical education; allows for one-third of such clinical education to be completed through simulation experience.
