Provides for a gun violence prevention program in the public schools; provides that the program is to be developed by the department of education in conjunction with other state agencies and educational organizations and is to be made available to schools for use in pre-kindergarten through twelfth grade; provides for a report to the governor and the legislature on the program; enacts the "gun violence prevention act".
Relates to civil actions for deprivation of constitutional rights; provides that a peace officer employed by a local government, who under color of law, subjects or causes to be subjected, including failing to intervene, any other person to the deprivation of any individual rights that create binding obligations on government actors secured by the bill of rights, article one of the state constitution, is liable to the injured party for legal or equitable relief or any other appropriate relief; provides that statutory immunities and statutory limitations on liability, damages or attorney fees shall not apply; governmental immunity shall not be a defense to liability; and qualified immunity shall not be a defense to liability.
Establishes energy efficiency measures by the public service commission and NYSERDA including requiring utilities to hire and train employees who are from priority populations or living in areas designated as environmental justice communities.
Relates to the role of the department of corrections and community supervision in planning and facilitating the discharge or release of incarcerated individuals to the community.
Establishes the water safety instruction working group to study appropriate standards for curriculum on water safety instruction for students in grades kindergarten through twelve in the state.
Establishes an indoor air quality inspection and evaluation program which shall: promulgate regulations for inspections, evaluations, acceptable levels of hazardous air pollutants, ventilation standards, notifications and best practices to improve indoor air quality in covered entities; enter into any necessary interagency agreements to coordinate the indoor air quality inspection and evaluation program; inspect a covered entity, upon their own initiative or upon complaint to the department regarding indoor air quality; provide results of an inspection with any appropriate local health authority, and any other person or department the department deems necessary; assist covered entities in developing reasonable plans to improve indoor air quality conditions including but not limited to those found during inspection; and develop and implement community outreach programs to educate the public on indoor air quality and risk reduction.
Requires justices of the supreme court, judges of the county court and judges of the court of claims, regularly sitting in a criminal term or in a term with criminal as well as civil jurisdiction to visit the correctional facility with the highest population of incarcerated individuals in the county in which he or she is appointed or elected within two years of such appointment or election and every two years thereafter; requires a report on the conditions of such correctional facility.
Requires the division of criminal justice services to establish and maintain a database of information relating to the sale or use of microstamped guns in the state and to promulgate regulations regarding the provision of information pertaining to the sale, delivery or use of such guns within the state.
Enacts the "NYCHA utility accountability act"; requires the NYCHA to provide a rent reduction to tenants who experience a disruption in utility service.
Establishes a Green New Deal for New York task force; requires such task force to develop a detailed statewide, industrial, economic mobilization plan for the transition of the New York economy to become greenhouse gas emissions neutral by 2030 and to significantly draw down greenhouse gases from the atmosphere and oceans and to promote economic and environmental justice and equality.
Allows commuter vans to accept hails from prospective passengers in the street; provides for the repeal of such provisions upon the expiration thereof.
