Requires the department of veterans' services to establish and maintain, in consultation and collaboration with other state agencies, a searchable database on the department's website providing resources available in the state for veterans, members of the uniformed services, and their families.
Provides that in the event child protective services receives a duplicate report on an open case that has not been founded, indicated or referred to services, such duplicate report shall merge with the open case and remain open an additional thirty days for further investigation.
Authorizes municipalities to offer a real property tax exemption for property owned by certain persons performing active duty in a combat zone in an amount to the extent of fifteen percent of the assessed value of the real property, but shall not exceed twelve thousand dollars.
Provides that the commissioner of taxation and finance shall convene a ten member real estate appraiser task force to investigate and identify the misevaluation of the asset of this category of professionals and develop ways to overcome the biased behavior; makes related provisions.
Establishes the position of an insurance liaison on the disaster preparedness commission to be appointed by the governor and serve as a non-voting member.
Allows for unlicensed individuals to collect throat or nasopharyngeal swab specimens and to perform certain nursing tasks during a state disaster emergency.
Allows for the education department to provide registration applications to licensees for each profession by means other than mail; requires the state education department to mail applications prior to the end date of such registration period.
Relates to the content and procedure for certification by pharmacists of patients using medical cannabis; allows a pharmacist employed by a registered organization and responsible for supervising the dispensing of medical cannabis within a cannabis dispensing facility to recommend and certify patients upon consultation within such dispensing facility.
Prohibits public employers from diminishing health insurance benefits provided to retirees and their dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and dependents by the public employer as of December 31, 2021.
Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.
Creates a wholesale prescription drug importation program which complies with federal standards and regulations for the purpose of generating substantial savings for consumers.
