Aligns utility regulation with state climate justice and emission reduction targets; provides for a statewide affordable gas transition plan and utility home energy affordable transition programs; repeals provisions relating to continuation of gas service; repeals provisions relating to the sale of indigenous natural gas for generation of electricity.
Establishes the relocated worker grant program which requires the empire state development corporation to design and implement the relocated worker grant program which shall include a certification process to certify relocated workers and certify qualifying expenses for a reimbursement grant; defines terms; makes related provisions.
Relates to establishing an automatic expunction system for certain records including unconstitutional stops that occurred between January two thousand four and June two thousand twelve by the New York city police department that either resulted in the completion of a UF-250 form or a Form 61 complaint in which the SQF section was completed and led to arrests for either resisting arrest, disorderly conduct, criminal possession of a weapon, and offenses involving marihuana.
Establishes safety requirements for operators who use bicycles with electric assist for commercial purposes and the businesses that employ such operators.
Requires public corporations and agencies to provide written notice to each minority- or women-owned business enterprise that unsuccessfully bid on a contract of the reason or reasons why the business enterprise was unsuccessful in obtaining the contract.
Provides that annual training where a security guard is employed or contracted by a school in this state shall require the completion of school specific-training.
Withholds the governor's salary until the legislative passage of the budget occurs; provides such salary should be withheld if the budget has not passed prior to the first day of the fiscal year and shall not be paid until such passage occurs.
