Establishes the New York state organized retail crime task force to provide the governor and the legislature with information on organized retail crime and various countermeasures to counter losses from such crime in the state.

Defines the practice of certified registered nurse anesthetist; requires collaboration with a licensed physician qualified to determine the need for anesthesia services; requires licensing; defines qualifications.
Requires certain documents and forms to be provided in the twelve most common non-English languages spoken by limited English proficient immigrants of five years or less according to the American community survey, as published by the United States census bureau.
Relates to utilization review program standards; requires use of evidence-based and peer reviewed clinical review criteria; relates to prescription drug formulary changes and pre-authorization for certain health care services.
Relates to rechargeable battery recycling; adds a battery used as the principal electric power source for an electric scooter or bicycle with electric assist to the definition of "rechargeable battery"; provides that a battery manufacturer may not sell, offer for sale, or distribute rechargeable batteries in the state unless the battery manufacturer is implementing or participating under an approved plan; allows a city with a population of one million or more to enforce through its own agencies.
Establishes new targets for offshore wind electricity generation; includes the requirements that there is at least 9,900 megawatts of offshore wind electricity generation by 2035, 15,800 megawatts of offshore wind electricity generation by 2040, at least 18,000 megawatts of offshore wind electricity generation by 2045 and at least 20,000 megawatts of offshore wind electricity generation by 2050.
Provides an option for beneficiaries of NYC transit authority members to receive a lump sum equal to the pension reserve where a member who is eligible for a service retirement dies prior to filing for retirement.
Directs the department of environmental conservation to develop and implement a tree planting pilot program in the ten zip codes in the state with the highest incidence of asthma.
Extends paid family leave benefits to employees who perform construction, demolition, reconstruction, excavation, rehabilitation, repairs, renovations, alterations, or improvements for multiple employers pursuant to a collective bargaining agreement who shall be eligible for family leave benefits if they were employed for at least twenty-six of the last thirty-nine weeks by any covered employer which is signatory to a collective bargaining agreement.
Relates to the purchase of apparatus, materials, equipment and supplies; excludes contracts for services related to the installation, maintenance or repair of apparatus, materials, equipment and supplies from such purchasing authority.
Provides certain exemptions for individuals having entered into a contract to play baseball at the minor league level and who is compensated pursuant to the terms of a collective bargaining agreement; includes exemptions under the labor law from minimum wage, overtime, and recordkeeping requirements and under article 6 of the labor law including but not limited to, recordkeeping requirements, wage statement requirements, and weekly pay requirements for "manual workers".
Directs the department of financial services to conduct a comprehensive study on how the department of financial services may create a compensation system commensurate with the compensation systems of similar federal financial regulators and to issue a report of its findings.
