Provides for a disability benefit for employees of the New York city transit authority, and its subsidiary corporations, who are disabled by reason of an assault sustained in the course of employment.
Relates to the assault of physicians providing direct patient care; provides that assault of physicians shall be assault in the second degree, a class D felony.
Requires that community colleges provide educational opportunity programs to eligible students in order to qualify for state aid for capital and operating expenditures.
Creates a task force on affordable housing lotteries to review the affordable housing lotteries within New York state and determine the lotteries' effectiveness and recommend how the lotteries could be improved.
Establishes the New York city housing authority repair certificate program to grant zoning benefits to developers which perform capital repairs to housing projects.
Relates to authorizing early parole release for incarcerated individuals where substance abuse was a significant contributing factor in the commission of the offense.
Enacts the "all-electric building act"; provides that the state energy conservation construction code shall prohibit infrastructure, building systems, or equipment used for the combustion of fossil fuels in new construction statewide no later than December 31, 2023 if the building is less than seven stories and July 1, 2027 if the building is seven stories or more.
Relates to creating the Puerto Rican relief account which shall consist of all recovery and relief funds provided by the federal government to the Commonwealth of Puerto Rico under the Bipartisan Budget Act of 2018.
Regulates public data maintained by county and city boards of elections; establishes the New York voting and elections database and institute to maintain a statewide database of voting and election data.
