Created the Rhode Island clean heat standards act to implement a system of tradeable clean heat credits earned from the delivery of clean heat measures that reduce greenhouse gas emissions.
Precludes the use of second generation anticoagulant rodenticide products which contain brodifacoum, bromadiolone, difenacoum, or difethialone, except in certain circumstances.

Bans state purchases of plastic bottles and also requires state funds to be used to lease or purchase electric vehicles and renewable energy efficient technologies for use on state property.
Requires that any government owned vehicle that is to be replaced, be replaced with a zero-emission vehicle, defined as a vehicle which produces no emissions from the on-board source of power.
Requires insurance coverage for all community health workers' services to include health and promotion coaching, health education and training, health system navigation and resource coordination services, care planning and follow-up care recommendations.
Outlines the insurance coverage standards, protocols and guidelines for medically necessary treatment of individuals with mental health or substance abuse use disorders.
Requires coverage for residential/inpatient mental health services for detox/stabilization/substance abuse disorders without preauthorization or be subject to concurrent review during the first 28 days.
