Requires every utility corporation or municipality who sends an emergency notice to consumers to make available and provide such notice in English, Spanish, Haitian-Creole, Mandarin, Cantonese, Arabic, French, Urdu, Hindi and Tagalog.
Permits the legislature to increase the number of justices of the supreme court in any judicial district up to one justice for every thirty thousand people in the district.
Requires state agencies that issue requests for proposals to provide notification to elected officials for requests for proposals for projects in excess of ten million dollars.
Authorizes the New York city council to approve or deny by a majority vote, any public authority's or public benefit corporation's use of eminent domain.
Directs the New York city housing authority to establish occupant protection plans for projects having lead paint and post and maintain signs in conspicuous locations at the affected projects.
Relates to the sale or transfer of certain real property by the state or public authorities; requires mandatory review by the attorney general and comptroller of the sale of certain real property; requires notice to members of the legislature and county executives in districts and counties in which land subject to transfer is located of the proposed transfer of state property between state departments, divisions, bureaus, agencies, state agencies, or to a public authority or public benefit corporation.
Mandates that the public service commission examine a process for streamlining actions relating to identifying and removing certain utility poles that do not have any attachments and are no longer in use; makes related provisions.
Enacts The New Deal for CUNY; increases the ratio of faculty and mental health counselors to full-time students; requires that certain amounts of tuition be replaced by federal, state, and city funds.
