Requires state agencies to publish certain information in local, community and ethnic media; defines local, community and ethnic media; requires the office of general services to develop and maintain a list of local, community and ethnic media outlets.
Enacts the "political artificial intelligence disclaimer (PAID) act"; requires political communications that use synthetic media to disclose that they were created with the assistance of artificial intelligence; requires committees that use synthetic media to maintain records of such usage.
Prohibits motor vehicle insurers from discrimination on the basis of socioeconomic factors in determining algorithms used to construct actuarial tables, coverage terms, premiums and/or rates.
Requires the commissioner of education to establish and enforce rules and regulations to incorporate at least a three credit course devoted to the instructional techniques necessary for effective literacy instruction which shall include delivering structured, systematic, explicit, evidence-based instruction in reading, including but not limited to those incorporating multisensory instruction for current and prospective teachers.
Extends period during which health maintenance organization enrollees may continue to receive services from a health care provider who disaffiliates from 60 or 90 days to 1 year, or in case of terminal illness, until the time of such insured's death; bars incentives which induce a provider to provide health care to an enrollee in a manner inconsistent with law.
Provides that the thruway authority shall issue permits for ambulances and fire vehicles exempting such vehicles from paying tolls on the thruway when engaged in an emergency operation.
Increases the threshold for office of the comptroller review of the metropolitan transportation authority discretionary awards to MWBEs and small businesses from one million dollars to one million five hundred thousand dollars.
Increases the number of years a small business can participate in the small business mentor program from four years to five years for Tier 1 and from four years to five years for Tier 2; increases cap on awards under MTA's small business mentor program from one million dollars to one million five hundred thousand dollars for Tier 2 contracts; requires a report to the legislature and the governor.
Authorizes the state board of elections to reject the use of voting machines or systems on the grounds that such machines or systems are not proper, safe, or secure.
